Pablo Rosenthal, Senior Adviser to the Inter-American Development Bank

From left to right: Pablo Rosenthal (Senior Adviser IDB), Sarah Adams (CEO GVEP International), Pedro Gamio (Vice Minister of Mines and Energy in Peru) and Alba Gamarra (GVEP International Regional Coord. South America)

In the first half of 2007, GVEP International was approached by the Peruvian Government which wished to set up a coordination platform for development actors in Peru and outline a national energy strategy taking into account the input of all the stakeholders, both private and public sector as well as civil society and academia. Recognising the value that this platform could bring to the national planning process, IDB has been working closely with GVEP International and the MEM with a view to supporting the process and subsequently the implementation of projects identified by the MEM-GVEP Platform. After a few initial meetings and a major workshop on the 15th September 2007, the first outcomes of this process are now clear:

- This is the first experience in Latin America to build both national and international consensus and agreement around a sustainable action plan for renewable energies and biofuels in the short, medium and long-term;
- For the first time, this plan will be agreed between the private sector, public sector, international organisations, donors, NGOs and academia;

Even though the workshop was held at a weekend, there was a record participation of more than 100 participants working together and producing concrete proposals. This model is already considered by many international institutions working in the region as an example of best practice and requests are have been received to replicate it elsewhere in the region.

The first step in developing the action plan has already been completed through an assessment of existing renewable energy and biofuels projects by a local consultant (Practical Action). Read More >
