Cameroon
The GVEP process in Cameroon started with the Douala regional workshop, in July 2003, from where it has progressed to the preparation of a first draft national energy action plan in December 2004. This process, which has been supported very strongly by various partners, notably the UNDP country and regional offices, the local World Bank Office, the ESMAP, and the government of Cameroon has progressed at a raid pace.
The Cameroon National Energy Action Plan (NEAP) was officially launched on the 14th of December 2005 in Yaounde. The launch was chaired by the Energy Minister together with the UNDP Resident Representative, and the World Bank Country Director. The NEAP places the energy access agenda at the center of the social and economic development of Cameroon, to secure a sustainable supply of basic energy services in the poverty reduction priority sectors such as health, education, women activities, social protection, agriculture, farming and fishing. The plan has many components including providing electricity to social and community establishments (schools, health centers, social centers), mini hydropower and biomass development for off grid electricity access, and new rural electrification programs based on achieved results. Implementation of the plan began in January 2006 and is a 10 year programme.
