In Ghana GVEP has facilitated the production of an Energy for Poverty Reduction Action Plan (EPRAP) that was launched in August 2006 in Accra. The EPRAP was developed through a multi-stakeholder consultation process with input from the UNDP country office; Ghanaian Ministries of Energy, Health, Environment and Science; the Energy Commission, NGOs, and private sector actors. GVEP has been working with local NGO the Kumasi Institute of Technology and Environment (KITE), which has been liaising with multi/cross sectoral working groups in key sectors to identify priority poverty-related programmes and projects. A total of 11 priority projects and programmes have now been identified and project documents have been created for 10 of the 11 recognized priorities.
Through the development and launch of the EPRAP, the GVEP project team (KITE, UNDP, Ministry of Energy) have successfully raised the profile of national energy issues and mainstreamed energy access into the strategies of eight non-energy sectors. The EPRAP development process also led to KITE's involvement with the revision of phase II of the Ghana Poverty Reduction Strategy (GPRS II). In particular, KITE offered specific text and inputs into the GPRS II that link with the EPRAP and vice versa. The UNDP-funded GVEP project in Ghana also successfully documented energy projects and programmes through the energy portal on the KITE website that has sparked donor interest in funding the EPRAP through the establishment of a forum for donors.
