GVEP has been working in Kenya since the 2002 ESMAP energy-poverty reduction workshop in Addis Ababa, Ethiopia. Activities in Kenya to date have included a series of cross-sectoral stakeholder meetings in order to identify areas impacted by energy access and to generate awareness of energy linkages within multiple sectors. Stakeholders participating in this process looked at the available energy data, identified priority sectors in which energy access could alleviate poverty, and finally drafted an energy roadmap identifying how energy relates to the priority sectors. The eight key sectors identified in this process included energy, agriculture, water, health, environment and natural resources, and finance. UNDP country office staff and GVEP then convened meetings with major private sector energy players to identify least-cost methods for scaling up energy access.

An initial result of the cross-sectoral process was the realisation that a key obstacle in scaling up access to modern energy in Kenya is a lack of quality energy data available at the village level. UNDP and the GVEP Facilitator made data collection a major priority of the UNDP-funded GVEP project in Kenya. As such, in 2005 the NGO Energy for Sustainable
Development Africa (ESDA), in consultation with local NGO Practical Action, produced an Energy Baseline Report (also known as the Energy Atlas), which identifies key players in the energy sector, current and potential energy resources, and barriers to increased access to energy resources. GVEP then commissioned a comprehensive assessment of energy considerations in relation to national development and poverty reduction priority area plans, policies, and papers. This process began with a desk review of government policies, the Kenya Five-year Development Plan, national economic strategies, and the national Poverty Reduction Strategy Paper (PRSP).

Another major output of the GVEP activities in Kenya has been a report drafted by Practical Action that brought together much of the information from the multi-sector consultations and the Energy Baseline Report. This report, entitled “Energy Roadmap to Achieving MDG Targets: Kenya Sectoral Energy Requirements,” identifies multi-sectoral requirements for energy services. Most importantly, this report identifies linkages between energy access and national development targets as well as the eight priority sectors of the national economy. The report further discusses sectoral energy needs, recommends supply options for meeting these needs, and discusses in detail an enabling policy framework for improving access to energy. A National Stakeholder workshop is planned for 2007 to review the Energy Roadmap for endorsement and future incorporation in sectoral planning.

GVEP in Kenya

Aberdare25003 July, 2006 - Two GVEP Partners, EDF (France) and Aberdare Engineering (Kenya) invited GVEP to come and present the new business plan as well as lessons learnt in rural and urban energy programmes throughout the world to the senior management of the Kenya Power and Lighting Company and representatives of international development agencies. The energy seminar was extremely well attended and the Acting Managing Director of KPLC, Zachary Ayieko, attended the entire two day event. Read more ...

GVEP Kenya Moving Forward

03 February, 2006 - A review of national policies, ruling coalition manifesto, strategy papers and development plans has been undertakenin the GVEP Project in Kenya. Recently the project brought together planners from the government, NGOs and representatives of the non-formal sector. The effort now is to consolidate the final plan and develop proposals for increasing the energy access to the under-served.

Scaling up Modern Energy Services in East Africa (draft document for endorsement by EAC Energy Ministers

The United Nations Development Programme (UNDP) and the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) have supported this initiative of promoting the agenda of scaling up access to modern energy services to meet the Millennium Development Goals in East Africa. UNDP contributed funding to this energy scale up initiative with resources made available through GVEP, which has programmes in Kenya, Uganda and Tanzania. UNDP and GTZ are open to continue support to the implementation of this strategy pending endorsement by the East African Community (EAC) Energy Ministers. The Kenya Energy Atlas (KEA)

The Kenya Energy Atlas (KEA) was commissioned by United Nations Development Programme (UNDP) on behalf of Global Village Energy Partnership (GVEP). The purpose of this Atlas is to assist government, private sector, civil society and other stakeholders to develop an ‘Energy Poverty Reduction Action Plan’ that will catalyze the achievement of the millenium development goals (MDG).
