Philippines
Philippines was one of six countries to participate in the Asia Regional Workshop held in Phnom Penh on May 2005. Prior to the workshop, in-country consultants were identified to act as GVEP Focal Points to assist delegations to prepare a report on the structure of demand for energy at household, enterprise and sector levels, in villages and peri-urban areas. Delegations also prepared project concepts which were discussed at the workshop. Two of these, SIDAT and YAMOG went on to become GAPFund projects, and have now been successfully completed (see below for more information).
The regional workshop brought together energy stakeholders from all key sectors to deepen awareness of energy-poverty issues and energy-related investment opportunities, as well as do the groundwork for cooperation and further projects. Replicating a workshop design already successfully used in Africa and Latin America, working groups identified sectors where energy is a key input, and potential inter-sectoral synergies. They reviewed Investment Opportunity proposals from each participating country, and initiated discussions between national delegations and the financing community.
A report has been prepared covering (a) the assessment of the present energy situation in the country, ( b) the village energy structure and demands, (c) identification of energy projects including descriptions of best and worst practices, and (d) a directory of key players in the energy sector. This report presents an analysis and recommendations for future action in the energy sector.
A series of workshops have been carried out including NAPC and relevant government sectors, facilitating discussions on energy demands across sectors and the incorporation of these into the National PRSP.
SIDAT GAPFund project August 2006- August 2007
The SIDAT project involved six feasibility studies of community based renewable energy systems (CBRES) to improve sustainable food production, water availability and micro-enterprise. The objective was to incite interest, disseminate knowledge, test for implementation difficulties, and design a workable model for electrification in rural communities. This was successfully carried out, and the models have been incorporated by local government and NGOs into general development strategies.
YAMOG GAPFund project September 2006-August-2007
The YAMOG GAPFund project installed micro-hydro turbines and solar powered water pumps to several local communities in the Mindinao region of the Philippines. The objectives of the project were to bring electricity to these communities, provide them with readily available drinking water, and protect the local watershed through good management and reforestation. The installation of these sustainable technologies means children and adults are no longer restricted to working during daylight hours, and do not have to travel far to collect water for drinking, cooking, washing and irrigation. Electricity can also power agricultural processing facilities, which allows farmers to process their own produce, thus avoiding paying to have this done elsewhere and helping to strengthen the economy. Update from GVEP Philippines
21 September, 2006 - In the Philippines there is a pressing need for affordable energy in small isolated communities, and there is an even greater need to stimulate livelihood schemes. The Philippines has, on an affordability basis, the second highest priced electricity in the world (after Cambodia). It has a population of just over 86 million and a GDP per capita of US$ 1,271.00; comprises over 7,000 islands with a rural population density of about 300 people/sq mile, and presents a clear challenge to a national grid supply of electricity for village use.
