Vietnam

Vietnam was one of six countries to participate in the Asia Regional Workshop held in Phnom Penh on May 2005. Prior to the workshop, in-country consultants, were identified to act as GVEP Focal Points, to assist delegations to prepare a report on the structure of demand for energy at household, enterprise and sector levels in villages and peri-urban areas. Delegations also prepared project concepts which were discussed at the workshop.

The regional workshop brought together energy stakeholders from all key sectors to deepen awareness of energy-poverty issues and energy-related investment opportunities, as well as lay the groundwork for cooperation and further projects. In following a workshop design already successfully used in Africa and Latin America, working groups identified sectors where energy is a key input, and possible inter-sectoral synergies. They reviewed Investment Opportunity proposals from each participating country and initiated discussion between national delegations and the financing community.

Vietnam has prepared project concept notes and convened a national workshop in July 2005. The workshop spent a lot time discussing PCNs and related issues, summarized as follows:

  • The project proposals should be suitable to objectives of GVEP on hunger elimination, poverty alleviation, improving living standards, and improving quality of health care, education and gender awareness.
  • The proposed projects should consider lessons from the previous projects in order to have suitable activities.
  • The projects should be in line with the criteria advocated by sponsors, such as suitability, renovation, extendibility and feasibility.

The participants considered support from GVEP as important and necessary. Support was seen as necessary in the following areas: 

  • Technical assistance for technologies, management models, implementation models and monitoring and evaluation.
  • Financial assistance for activities of GVEP- Vietnam

Under the GVEP umbrella, one of the project concepts has become a GAPFund project. This programme (ICS) promoted the research and dissemination of Improved Cookstoves, and has now been successfully carried out.
